Stormwater Management

The City of Hallandale Beach provides vital stormwater management services to the community by protecting property from flooding, improving water quality, and effectively conveying stormwater runoff to local waterways. Due to back-to-back flooding events, aging infrastructure, and increasing maintenance needs, critical upgrades are needed.

Our Stormwater Utility System

The City owns and operates a stormwater utility system which provides vital stormwater management services to the community by protecting property from flooding, improving water quality, and effectively conveying stormwater runoff to local waterways. The stormwater utliyt system is funded through a stormwater utility fee assigned to every property in the city. These fees can only be used for stormwater needs. The City is conducting an updated stormwater fee study to evaluate the evolving needs of our community and modifications may impact your rates. In addition, the collection of stormwater utility fee will shift from the monthly utility bill to the annual property tax bill. Property owners will receive detailed information concerning the annual stormwater utility charge for the forthcoming fiscal year through the mail in mid- to late-August.

Stormwater Management

The City owns and operates a stormwater utility system which provides vital stormwater management services to the community by protecting property from flooding, improving water quality, and effectively conveying stormwater runoff to local waterways. The City has faced back-to-back flooding events, reinforcing the need for critical infrastructure upgrades. The City of Hallandale Beach Capital Improvement Program (2027 through 2031) includes $65 million in stormwater projects to address ongoing maintenance and improvements to the City’s stormwater utility system. The City is also in the process of developing an updated Stormwater Master Plan to ensure that the evolving needs of the community’s stormwater management system are proactively addressed.

Conditions such as aging infrastructure, an increase of flooding events, changing land uses, more frequent and severe storms, and increasing sea levels, have contributed to roadway flooding, standing water in low-lying areas, reduced drainage efficiency, and impacts to both public and private property.

The City of Hallandale Beach is committed to proactively addressing these challenges with major improvements to our stormwater management, property maintenance and operations – which is comprised of pipes, canals, ditches, lagoons, drainage systems, and other infrastructure, and making necessary upgrades to reduce flooding and improve water quality.

Infrastructure improvement projects and ongoing maintenance include canal rehabilitation, trunk line replacements, dredging of city retention lakes to increase capacity, and regular mowing and maintenance of citywide swales.

Cleaning and maintenance of the 96-inch stormwater trunk line & 54-inch trunk line from NE 14th Avenue to the DeSoto Waterway 108-inch pipe system to improve flow capacity and reduce sediment buildup.

Installation of two new stormwater pumps at the NE 12th Avenue and 2nd Street pump station, including panel reconfiguration and system adjustments to improve pump efficiency, increase pump-down rates, and enhance overall drainage response during storm events.

Cleaning and restoration of the 48-inch stormwater pipe from Hallandale Beach Boulevard to Atlantic Shores Boulevard to improve hydraulic performance and remove debris and accumulated sediment restricting flow.

Citywide catch basin cleaning operations throughout the SW and NE sections of the City to maintain positive drainage and reduce localized street flooding.

Installation of more than 300 linear feet of new storm drainage piping in flood-prone areas to improve stormwater conveyance and reduce standing water conditions.

Preventative maintenance and servicing of all stormwater pump stations to ensure proper calibration, maximize pumping efficiency, and maintain reliable operation during heavy rain events.

Changes to Your Bill

The City of Hallandale Beach has an established stormwater utility that provides funding for the stormwater management services provided by the City. Currently, the stormwater utility fee is collected on a monthly basis, along with water and wastewater charges, through a combined utility bill sent by the City to each customer every month. The City is in the process of transitioning collection of the stormwater utility fee from the monthly utility bill to the annual property tax bill. This simply represents a shift in how the utility fee is collected. This is not a new fee. The City is simply changing the way the fee is collected.

Each property owner will receive detailed information concerning the annual stormwater utility charge for the forthcoming fiscal year through the required TRIM (Truth in Millage) notice mailed to Florida property owners in mid- to late-August.

Stormwater Fee Analysis

The City is conducting an updated stormwater fee study to evaluate the evolving needs of the community. This study will evaluate the current rate structure to identify any recommended modifications based on changes in land use, rate structure formulas and calculations, stormwater system improvements, and other criteria. Regular review of the stormwater fee structure is important to ensure that the City can adequately address the needs of our coastal community.

Frequently Asked Questions

When rainwater lands on impervious surfaces, which are areas where the water cannot penetrate, such as driveways, rooftops, and parking lots, it creates stormwater runoff. Stormwater runoff is collected through swales, pipes, gutters, and catch basins and eventually collects and drains to our local waterways. Stormwater runoff can cause flooding which negatively impacts driving conditions on streets and roads, pollute waterways, erode stream banks, and impact aquatic habitats.

Stormwater problems include areas that frequently flood, street flooding, property damage, increasingly sever storm events, impacts of sea level rise, and pollution impacting local waterways.

The City of Hallandale operates and maintains an extensive stormwater utility system comprised of pipes, canals, ditches, lagoons, catch basins, manholes, tide gates, and pump stations. The City is also upgrading major components of the stormwater utility to improve drainage and reduce flooding.

A stormwater utility is an operational and funding mechanism established to provide dedicated funding to manage and maintain the stormwater system. It is similar to other utilities, like water, sewer, or power, where users pay a fee for the services provided. Money collected through the stormwater utility can be used only for stormwater management related expenses.

The stormwater utility fees collected by the City can only be used to manage and maintain the stormwater system, reduce flooding, and ensure the City is in compliance with state and federal regulations. Funds are used for operations, maintenance, and replacement of aging infrastructure and equipment. The stormwater utility also provides a dedicated revenue source to pay off future debt, which allows the City to implement stormwater improvements sooner.

There are several advantages to collecting the stormwater utility fee through the annual property tax bill instead of the monthly utility bill, including:

  • Improved efficiency, accuracy and equity
  • Better collection rate to ensure everyone pays their fair share
  • Reduced administrative burden on staff

Effective October 1, 2026, the stormwater utility fee will appear on the 2027 tax bill, which will be mailed in Fall 2026.
